I've thought about restarting one or more of the neighborhoods on the game. Can I do this without uninstalling and reinstalling the game? If so, how? I don't really want to have to reinstall the game cuz i have all the eps and most of the sps (i believe).

Well you'd only have to uninstall and reinstall one EP to erase your files (since without a game your files have content that required that game, and so can no longer play). And if you want to keep some neighborhoods the way they were then I'd copy the neighborhood's folder and save it somewhere, and put it back.
Of course if your computer is split up for different users (as in there are 'My Documents' folders for different people, and you have to log in on your computer) and they don't use their games, you can always just copy their unused files, and paste them in place of your used ones.

yes if you want to restart your whole game just delete the sims 2 folder then load your game up it mite take a bit of time because it will need to generate the new files again but if it just a hood then i think you delete the hood folder im not sure but i used to just delete the sims 2 file and start over. if you have any cc make sure to back it up somewhere. the load your game, quit the game again and put your cc back in the sims 2 folder then load up again. dont worry if you do not see your cc you just need to quit your game again the load up the all your cc will be back in the game
